SECC PROCESS FOR HIRING LOCALLY FUNDED EMPLOYEES

Important Announcement

Locally funded hires are employees of the Southeastern California Conference (SECC), not the local church.
Before an individual can begin working, all required steps in the hiring process must be completed.
Work may not be assigned until SECC Human Resources (SECC HR) officially approves the individual as an employee.

For compliance and proper onboarding, please ensure all necessary approvals are obtained before assigning any job responsibilities.

Church Board approves the job description and advertises the position
  1. Church Board Approval & Budget Considerations
    • The church board must approve the new position before proceeding.
    • Ensure your budget can accommodate payroll expenses.
    • Consult with HR regarding employer costs based on weekly hours worked and applicable benefits.
  2. Financial Compliance Requirement
    • Churches with outstanding school subsidy payments will not receive approval to hire local employees until payments are current or special arrangements have been approved.
  3. Job Description & Posting Assistance
    • Need help creating a job description? Use this [Job Description Template] and contact HR for assistance.
    • The job description must include:
      • Title and rate of pay (two critical components).
  4. Requesting a Job Posting on the SECC Job Openings List
    • To post a job opening on the SECC Job Openings List, email the job description to Andrea.Torres@seccsda.org.
    • The job posting must include: [Sample Job Posting]
      • Title, Location, and Status (salaried: exempt/non-exempt, hourly: full-time/part-time).
      • Hourly pay rate.
      • A brief description of responsibilities and position requirements (e.g., licensing, certifications).
      • A request for application materials (e.g., cover letter, resume, application, or other required documents).
      • Contact details for the person handling applications and receiving inquiries.
Interview potential candidates and select the best candidate.
Inform the selected candidate that their name will be submitted to SECC to initiate the onboarding process and secure final approval.
Important: The individual is not yet eligible to begin working. Employment may only commence once all required steps in the onboarding process have been completed.

To initiate the onboarding process, submit the Personnel Action Request (PAR), Application/Resume, and Job Description to SECC HR.
Please ensure all applicable sections of the [PAR] form are fully completed, with individual information included for all submissions. Once completed, submit the form to Andrea.Torres@seccsda.org.

The potential employee will collaborate with SECC HR to complete all required onboarding tasks through BambooHR.

SECC officially authorizes the individual as an employee, granting approval to begin work.

  • No work should be assigned while SECC HR collaborates with the individual to complete all onboarding tasks through BambooHR.
  • SECC HR will coordinate with the supervisor to facilitate the completion of the I-9 form, which includes verifying the required identification documents. 
  • Once all onboarding tasks are finalized, the individual's name will be taken to the SECC Administrative Committee for an official vote.
  1. SECC HR will inform the supervisor once all required steps have been completed, confirming the individual's official employment status and work authorization.
  2. For TimeForce users, upon receipt of PAR and the completed onboarding documents, payroll will inform the designated personnel to add the employee to TimeForce, enabling them to log work hours.
